Wants answers on Pembroke situation

As a tax paying citizen, I have three questions I would like to have answered.

1. Who authorized Richard Pembroke's severance package?

2. Why was Richard Pembroke given the option to resign and receive almost $100,000 as well as benefits until September?

3. Why, as tax paying citizens, do we not have the right to know why he is being given the "choice" to resign or be terminated — what did he do and why is it being kept a secret?

It seems that only a select few are kept out of the spotlight, and still receive compensation. If this were just an "average Joe" everything would be printed for public knowledge. Does anyone have answers for my questions?
