The final frame of Manchester's new Library building under construction on Cemetary Avenue was lowered into place Wednesday, complete with a "topping out" ceremony that included an evergreen attached to the final frame. The custom descends from Scandanavian folklore and marks a milestone in the construction of the new building, which is scheduled to open next year.
